Driving license exchange: India to Germany
How Indians convert or replace their driving license in Germany. State rules, test requirements, deadlines, and cost.
Indian driving license is valid for 6 months from Anmeldung (with IDP). After that, you need a German license via theory + practical test. Total cost: €700-950. Timeline: 6-10 weeks. Start the process immediately after Anmeldung, not month 5.
India and Germany have no full mutual recognition for driving licenses. Indian licenses are valid in Germany for 6 months from your Anmeldung date, after which you either convert via a theory and practical test, or get a new German license from scratch.
This guide covers the specifics for Indian license holders, state by state (rules differ), and the practical cost and timeline.
The 6-month rule
From the date of your Anmeldung, your Indian driving license is legally valid in Germany for 6 months. You can drive a car or motorcycle using your Indian license + an International Driving Permit (IDP) during this period.
After 6 months, you must:
- Convert to a German license (partial or full test)
- OR stop driving until you get a German license
If you drive with an expired Indian license beyond 6 months, it is treated as Fahren ohne Fahrerlaubnis (§ 21 StVG), a criminal offense. Typical fines are €500 to €3,000 (scaled to income), plus points in Flensburg, and your insurance does not pay out in a crash.
The IDP requirement
Your Indian license alone is not enough in Germany. You need an International Driving Permit (IDP) issued in India alongside your Indian license.
- Get it at your local RTO in India before flying. Cost: ~₹1,000. Validity: 1 year. Not renewable from Germany.
- Some RTOs also issue a German-language translation of your Indian license (beglaubigte Übersetzung). Alternative: get a sworn translation in Germany.
If you did not get an IDP in India: get a sworn translation (beglaubigte Übersetzung) of your Indian license. ADAC offers a license translation service, or use any court-sworn translator (BDUe member, searchable at justiz-dolmetscher.de). ~€40 to €80. Valid alongside the Indian license for the 6 months.
Conversion rules: do I need a test?
India is on Germany's Anlage 11 list with conditions, which means:
- Theory test in Germany: YES (required for all Indian licenses). 30 multiple-choice questions, takes 45 minutes, available in English in most states.
- Practical driving test in Germany: YES (required for Indian licenses in most states).
This is because India's driving license system is not considered equivalent to Germany's (shorter training, different test standards). Some Indian states have better reputations than others, but the federal rule applies.
Exceptions (no conversion test): Indian licenses from the Indian Armed Forces (issued under military rules) are sometimes recognised without testing, depending on the German state.
State-by-state variation
Although the federal rule says theory + practical for Indian licenses, implementation varies:
Bavaria (Munich): strict. Full theory + practical test required. No flexibility.
Berlin, Brandenburg: usually require both, but some Fahrerlaubnisbehörden (driving license authorities) will waive the theory if you show extensive Indian driving experience documentation.
NRW (Düsseldorf, Cologne): variable. Newer applicants say the theory test is sometimes waived; the practical is almost always required.
Baden-Württemberg (Stuttgart): strict. Both tests required.
Hesse (Frankfurt): both tests required. Hessen's process is well-organised; waits are shorter than Berlin.
Check your local Führerscheinstelle (driving license office) for your specific rules. Do not rely on what someone in a different city tells you.
Step-by-step conversion process
Step 1: Complete Anmeldung. Only registered residents can apply.
Step 2: Get your eye exam (Sehtest). €7. Valid for 2 years. Any optician does it.
Step 3: Complete the First Aid course (Erste-Hilfe-Kurs). ~€30 to €50, takes one day. Required for all German licenses. Providers: Malteser, Johanniter, ASB, DRK.
Step 4: Sign up with a Fahrschule (driving school). They submit your conversion application to the Führerscheinstelle and prepare you for the practical test. Cost: €300 to €800 for the conversion package (varies by school).
Step 5: Theory test preparation. Use the Fahren Lernen app or similar. Pay for the test (~€25). Take the test in English (available in most states).
Step 6: Practical test with an examiner. 45 minutes of city driving with a Fahrlehrer. ~€150 to €200 exam fee + Fahrschule car hire.
Step 7: License issued. 4 to 8 weeks after passing the practical test.
Total cost and timeline
Typical conversion for an Indian license in Munich or Berlin:
- Eye exam: €7
- First Aid course: €50
- Fahrschule conversion package: €400 to €600
- Theory test fee: €25
- Practical test fee: €170
- Photo, admin fees: €50 to €100
Total: €700 to €950.
Timeline:
- 4 to 6 weeks of Fahrschule lessons (5 to 10 practical lessons usually)
- 2 to 4 weeks of theory study
- 6 to 10 weeks total from application to license in hand
If you let the 6 months expire
If you keep driving on an Indian license past 6 months, you are driving illegally. If caught:
- Criminal charge under § 21 StVG (Fahren ohne Fahrerlaubnis)
- Typical fine €500 to €3,000 (scaled to your monthly income)
- Points in Flensburg (2 points)
- Insurance void: you pay all accident damages personally
- Potential delay or denial of future license application
Better to pause driving than risk it. German public transport (Deutschlandticket for €63/month) is good enough for most urban lives.
Renting cars before you have a German license
You can rent cars during the 6-month grace period using your Indian license + IDP. After 6 months:
- Car rentals from Sixt, Europcar, Hertz require a valid German or EU-recognised license
- Some Carsharing services (ShareNow, Miles, Sixt Share) also check
- Uber and Bolt do not require you to drive, so you can use them freely
Motorcycles and two-wheelers
Same rules: 6 months on IDP, then conversion test. Motorcycle license classes in Germany:
- A1: 125cc, age 16+
- A2: up to 35kW, age 18+ (2-year restriction before A)
- A: unrestricted, age 24+ (or 20+ with 2-year A2 experience)
Indian licenses for motorcycles usually convert to A2 by default.
Common mistakes
Waiting until month 5 to start. The conversion process takes 8 to 10 weeks. Start as soon as you do Anmeldung.
Assuming EU driving license rules apply. EU driving licenses are recognised automatically in Germany; Indian licenses are not. Don't confuse the two.
Buying a car first. You need a valid German license to register insurance properly. Get the license, then the car.
Skipping First Aid. People think it is optional. It is not. No Erste-Hilfe certificate = no license application accepted.
Forgetting the IDP validity. IDPs are valid for 1 year from issue. If you got your IDP in India 3 months before flying, you effectively have 9 months, not 12. If you did not get an IDP at all, your Indian license alone is not enough.
One tip most miss
Many Fahrschulen in big cities offer conversion packages for non-EU licenses specifically designed for Indians and other non-EU applicants. These cost more than standard courses but handle the paperwork and coach you in English. If your German is weak, this is worth the premium.
Search "Fahrschule umschreibung [your city] English" or ask in Indian community WhatsApp groups.
