Does my spouse need A1 German to join me in Germany?

Not if you hold a Blue Card, and not if you hold a Skilled Worker permit on either route, the vocational one (§18a) or the academic one (§18b). §30 of the Residence Act exempts all of them. This is the point most people have wrong: the exemption is not limited to degree holders. A1 before the visa is still required for spouses of most permanent residents and of German citizens, with exceptions, including one for permanent residents who held an exempt permit immediately before.
